Language Issues in the Context of Higher Education in India

The paper proposes to present language related issues in the context of higher education in India, with special reference to a 'central' university like the University of Delhi. In the process the paper will discuss the following: (i) The place of English in the multilingual profile of the country; (ii) the policy, practice and attitudes governing the use of English in higher education, particularly in the domains of science, arts, business schools, law etc; (iii) the perceived benefits in the form of quality education and new opportunities in the form of developments in the IT sector and in business processing; and (iv) the perceived social problems arising from the spread of English based higher education in India. The paper will particularly highlight documents from the Government of India, the University Grants Commission and the University of Delhi. The questionnaire technique will also be used in order to arrive at conclusions regarding sections (iii) and (iv).

Ravinder Gargesh, Professor of Linguistics at the University of Delhi, represents India in the Asia TEFL. He is on the editorial board of the journal World Englishes. His major areas of interest are English Language teaching, Stylistics and Lexicography.
