TIMSS 2003 is the third round of TIMSS. The first round of TIMSS, which is conducted on a four-year cycle, was in 1995. Nearly 50 countries from all over the world participated in TIMSS 2003.
To inform educational policy in the participating countries, this world-wide assessment and research project also routinely collects extensive background information that addresses concerns about the quantity, quality, and content of instruction.

TIMSS is designed to help countries all over the world improve student learning in mathematics and science. It collects educational achievement data at the fourth and eighth grades to provide information about trends in performance over time together with extensive background information to address concerns about the quantity, quality, and content of instruction.
The assessment frameworks for TIMSS 2003 consists of content domain and cognitive domain.
Content Domain for Grade 4:
- Mathematics — Number, Algebra, Measurements, Geometry, Data;
- Science — Life Science, Physical Science, Earth Science;
Content Domain for Grade 8:
- Mathematics — Number, Algebra, Measurements, Geometry, Data;
- Science — Life Science, Chemistry, Physics, Earth Science, Environmental Science;
Cognitive Domain (Mathematics):
- Knowing Facts and Procedures;
- Using Concepts;
- Solving Routine Problems;
- Reasoning;
Cognitive Domain (Science):
